Los términos de uso de este Portal se rigen por las leyes aplicables en el Estado Libre Asociado de Puerto Rico. El usuario se compromete a utilizar este Portal y sus servicios, de conformidad con la Constitución del Estado Libre Asociado de Puerto Rico, las leyes aplicables, las normas o términos aquí expuestos y las normas o reglamentos de uso que se publiquen en el Portal por el Municipio Autónomo de Carolina, así como de conformidad con la moral y el orden público.
The terms of use of this site are governed by the laws applicable in the Commonwealth of Puerto Rico. The user agrees to use this Web site and its services, in accordance with the Constitution of the Commonwealth of Puerto Rico, applicable laws, rules or regulations of use published on the Portal by the Autonomous Municipality of Carolina, as well as in accordance with morality and public order.
Cláusulas Contractuales / Contractual Clause
I. Obligaciones del Usuario / Users Obligations
- Garantizar que toda la información que provea es auténtica, correcta y veraz, y que dicha información siempre estará actualizada. De presentar información falsa o incorrecta, el usuario será responsable absolutamente de todos los daños y perjuicios que resulten de la falsa presentación de información. Si el usuario presenta información falsa, inexacta o incompleta, o el Administrador del Portal tiene motivos para pensar que la información presentada es incorrecta, falsa, inexacta o incompleta, el Municipio Autónomo de Carolina puede denegar el acceso y uso del Portal. Ensure that all information provided is accurate and truthful, and that such information will always be up-to-date. If untrue or incorrect information is presented, the user is responsible for absolutely all damages and damages resulting from the false presentation of information. If user provides false, inaccurate or incomplete information, or the Portal administrator has reason to believe that the information presented is incorrect, false, inaccurate or incomplete, the Autonomous Municipality of Carolina may deny access to and use of the Portal.
- El usuario deberá proteger su nombre de usuario y contraseña, responderá por todo uso bajo el nombre de usuario, contraseña o dirección IP. De perder su nombre de usuario y contraseña o de cualquier acceso no autorizado, el usuario tiene la responsabilidad de notificar inmediatamente al Municipio de Carolina. The user must protect their username and password and is liable for any use under the username, password or IP address. If for any reason you lose or forget your username and password or notice that there has been an unauthorized access, the user has the responsibility to immediately notify the Municipality of Carolina.
- El usuario se compromete a no: (a) atentar contra la seguridad del Portal, (b) no impedir el funcionamiento correcto de los sistemas informáticos del Municipio Autónomo de Carolina. De hacerlo podría estar sujeto a penalidades administrativas y/o criminales. The user agrees to not: (a) threaten the safety of the site, (b) knowingly prevent the correct operation of the information technologies of the Autonomous Municipality of Carolina. In doing so, user is potentially subject to administrative and/or criminal penalties.
- El usuario se obliga a no utilizar el Portal para actividades contrarias a la ley, la moral, o el orden público, o que puedan resultar lesivos a derechos o intereses de terceros. The user undertakes the responsibility not to use the Portal for activities contrary to the law, morality or public order, or which might be prejudicial to the rights or interests of third parties.

II. Obligaciones del Municipio Autónomo de Carolina para con los Usuarios del Portal / Obligations of the Autonomous Municipality of Carolina to its Portal users.

- El Municipio Autónomo de Carolina se compromete a adoptar las medidas necesarias para salvaguardar la información de los usuarios, y preservar la seguridad y confidencialidad de las transacciones y comunicaciones realizadas en el Portal. Se compromete a cumplir con la Política de Privacidad. The Autonomous Municipality of Carolina undertakes the responsibility to adopt the necessary measures to safeguard the information of the users, and preserve the security and confidentiality of transactions and communications made thru the portal. It undertakes the responsibility to comply with the privacy policy.

El Municipio Autónomo de Carolina no recopilará la información provista por los usuarios sin su consentimiento. El Municipio se reserva el derecho a recopilar cualquier información cuando se sospeche cualquier conducta ilegal en el uso de los servicios. The municipality reserves the right to collect any information when suspected of any illegal conduct in the use of its services.

El Municipio podrá divulgar información de los usuarios y sus visitas al Portal cuando la información sea requerida por alguna agencia estatal, federal, por la Legislatura de Puerto Rico, el Congreso de Estados Unidos, o por cualquier tribunal estatal o federal. TÉRMINOS DE USO PARA PAGOS VIA PORTAL / TERMS OF USE FOR PAYMENTS THRU THE TAXPAYER ONLINE SERVICES (TPOS) PORTAL
A través de este portal el Municipio de Carolina ofrece a la ciudadanía servicios de pagos y promueve la agilidad en pagos que se llevan a cabo en las distintas entidades o departamentos del municipio. Through this portal, the Municipality of Carolina offers payment services to citizens and promotes agility in payments that are conducted in different entities or departments of the Municipality.
Al utilizar el portal de pagos, el usuario debe aceptar los términos de uso. Las cuentas de los usuarios que el Administrador del Portal determine queincumple con las reglas que se establecen más adelante, que son cuentas con información falsa o fraudulenta, o que represente un riesgo para la seguridad del Portal, se podrán suspender sin previo aviso o notificación. When using the payment gateway, the user must accept the terms of use. The accounts of the users that the administrator of the Portal determines that does not comply with the rules and regulation set further in this document, were created with false or fraudulent information, or that represent a risk to the security of the Portal, may be suspended without notice or notification.
En caso de surgir cambios o modificaciones en los términos de uso del portal de pagos el usuario deberá leerlos y aceptarlos nuevamente para tener acceso a su cuenta y poder realizar pagos. In case of changes or modifications to the terms of use of the payment gateway, users must read and accept the terms again in order to access the account and make payments.
Términos y Condiciones para Pagos a través del Portal / Terms and conditions for payments made via TPOS Portal
Este servicio estará disponible a los usuarios que se registren en el Portal del Municipio Autónomo de Carolina. El servicio de pagos permitirá a los ciudadanos que se inscriban como usuarios del Portal para realizar pagos. This service will be available to users who register at the Tax Payer Online Services Portal of the Autonomous Municipality of Carolina. The payment service will allow citizens and taxpayers to register as users of the Portal in order to make payments.

Horario de pagos / Payment Schedule
Pagos realizados antes de las 4:00PM estarán reflejados al segundo día laborable posterior a la fecha en la que se efectuó el pago. Si el pago es realizado pasada las 4:00PM el pago se reflejará a los tres días laborables. Payments made before 4:00 PM will be applied on the second business day after the date on which payment was made. If the payment is made past 4:00 PM payment will be applied in the three working days prior to payment.

Pagos no procesados / Unprocessed Payments
Todo pago que no sea honrado o acreditado por la institución bancaria del usuario tendrá un cargo de treinta dólares ($ 30.00 ). Any payment that is not honored or accredited by the user’s bank institution will be charged a thirty dollars ($ 30.00) fee.
- Reclamaciones / Claims for Payments made via Taxpayer Online Services (TPOS) Portal
El usuario que desee establecer una reclamación relativa a un pago efectuado en el Portal, deberá enviar un correo electrónico a contactanos@carolina.gobierno.pr / User who wishes to establish a claim relating to a payment made on the TPOS Portal, must send an email to contactanos@carolina.gobierno.pr
- El Municipio de Carolina se reserva el derecho a suspender el servicio de pagos en el Portal a cualquier usuario. The Municipality of Carolina reserves the right to suspend the payments service thru TPOS to any user.
